Capt. David M. Jayne earned his Bachelor of Science in Civil Engineering from Kansas State University in 1998. On August 28, 1998, he was commissioned as an Ensign in the Civil Engineer Corps through Officer Candidate School in Pensacola. He holds a Master of Science Degree in Construction Engineering and Management from the University of Colorado, a Master of Science Degree in Personal Financial Planning from the College for Financial Planning, and a PhD in Personal Financial Planning from Kansas State University
Jayne’s operational tours include engineering department head/officer in charge (OIC), Naval Cargo Handling and Port Group; assistant operations officer/OIC Detail Sasebo, U.S. Naval Mobile Construction Battalion (NMCB) 74; operations officer, NMCB 40; operations officer, 22nd Naval Construction Regiment; and operations officer, Naval Construction Group 2.
His shore assignments include assistant resident officer in charge of construction, Navy Weapons Station Yorktown, VA; assistant facilities officer, Commander, Naval Region Marianas; department head for contracting/instructor, Civil Engineer Corps Officer School (CECOS); NATO programs officer, Engineering Department, Logistics Directorate, U.S. European Command; public works officer, Marine Corps Air Station, Cherry Point. He most recently served as he deputy branch head/naval construction force resource officer for the Director, Expeditionary Warfare, OPNAV N957
Jayne assumed duties as Commanding Officer OICC Florence on Jul 13, 2023.
Jayne is a qualified Seabee Combat Warfare Officer and a registered Professional Engineer in the state of Colorado. Additionally, he is a member of the Acquisition Professional Community (APC). His personal decorations include the Defense Meritorious Service Medal (2 awards), Meritorious Service Medal (2 awards), Navy and Marine Corps Commendation Medal (3 awards), Army Commendation Medal (2 awards), Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal (2 awards), and the Army Achievement Medal, as well as various unit and service awards. He also received the 2021 Navy League’s Admiral Ben Moreell Award for Logistics Competence for his leadership and engineering contributions in support of Operation Enduring Freedom while deployed to Afghanistan.
