Capt. Jim E. Brown

Capt. Brown is a native of Huntington, NY. He earned a Bachelor of Science degree in Environmental Engineering from the University of Central Florida and a Master of Engineering in Civil and Environmental Engineering from the Massachusetts Institute of Technology. He is also a graduate of the University of Pennsylvania’s Wharton Executive Development Program. He was commissioned through Officer Candidate School in 1997.
Brown’s operational tours include air detachment OIC and assistant operations officer, U.S. Naval Mobile Construction Battalion (NMCB) 7; operations officer, NMCB 7; and commanding officer NMCB 11.

His shore assignments include deputy chief engineer and environmental officer, Navy Public Works Center Washington; assistant resident officer in charge of construction, Naval Surface Warfare Center Indian Head; senior project manager, White House Military Office (WHMO); Seabee readiness division director, Civil Engineer Corps Officer School (CECOS); public works officer, Naval Base Ventura County (NBVC); shore installation and NECC readiness analyst, Chief of Naval Operations, Programming Division (N80); and most recently serving as Civil Engineer Corps Head Detailer, PERS 4413.

Brown assumed duties as Commanding Officer OICC Florence on Jul 28, 2020

Brown is a registered professional engineer in the State of Maryland, a member of the Defense Acquisition Corps, and qualified Seabee Combat Warfare Officer, Fleet Marine Force Officer, and Enlisted Submariner. He has also earned the Presidential Service Badge. His personal decorations include the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal (four awards), Navy and Marine Corps Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (two awards), and other personal, service, unit, and campaign awards. He also received the 2009 Society of American Military Engineers’ Adm. Ben Moreell Medal for his leadership and engineering contributions in support of Operation Iraqi Freedom and Enduring Freedom while deployed to Ramadi, Iraq and Helmand Province, Afghanistan.
