CAPT Dean E. Allen

Captain Dean Allen hails from Reno, Nevada. He graduated from Arizona State University with a Bachelor of Science in Civil Engineering and was commissioned via Officer Candidate School in Pensacola, Florida. He holds a Master of Business Administration from Naval Postgraduate School and a Master of Finance from Georgetown University. He also completed the Executive Development Program at The Wharton School and Strategic Leaders Program at Ross School of Business.

He has commanded Naval Mobile Construction Battalion (NMCB) 11, 30th Naval Construction Regiment, and Naval Facilities Engineering and Expeditionary Warfare Center. Captain Allen assumed command of Naval Facilities Engineering Systems Command Mid-Atlantic on May 8, 2026.

Captain Allen’s operational tours include assignments with NMCB 4 and 133. He deployed in support of Global War on Terror campaigns, including Operations Iraqi Freedom and Enduring Freedom. He also served in an Individual Augment assignment as the Resident Officer-in-Charge of Construction (ROICC) in Al Anbar Province with the U.S. Army Corps of Engineers. His contingency tours include myriad Naval Construction Force deployments in support of 5th, 6th, and 7th Fleets.

His shore and staff assignments include Aide to the Commander, First Naval Construction Division; Disaster Preparedness Officer, Naval Support Activity, Bahrain; ROICC Vicenza, Italy; Public Works Officer, Commander Fleet Activities Sasebo, Japan; Shore Readiness Budget Analyst, Office of the Assistant Secretary of the Navy; and Operations Officer, Naval Facilities Engineering Systems Command Mid-Atlantic.

Captain Allen is a registered Professional Engineer in the state of North Carolina, a member of the Defense Acquisition Corps, and a qualified Seabee Combat Warfare Officer.

He was awarded the 2013 Society of American Military Engineers’ Admiral Ben Moreell Medal for excellence in leadership and engineering in support of Operation Enduring Freedom while deployed to Afghanistan. Captain Allen proudly wears personal and command awards on behalf of the many Seabees, Sailors, Marines, and Civilian Professionals who have served alongside him and enabled mission success throughout his career.
