Cmdr. Andrew P. Winckler, a native of Casper, Wyo., graduated from the University of South Florida with a Bachelor of Science in Civil Engineering. He attended Officer Candidate School in Pensacola, Fla., receiving his commission in Sept. 2007, and attended Civil Engineer Corps Officers School Basic in Port Hueneme, Calif. He holds a Master of Science degree in Civil Engineering from the University of Alabama in 2015, and in National Security and Strategic Studies from the U.S. Naval War College.
His operational tours include officer-in-charge (OIC) Detail Guantanamo Bay, OIC Bridge Detail, and liaison officer Task Force War Horse, Naval Mobile Construction Battalion (NMCB) 7; executive officer, NMCB 5; and chief staff officer, First Naval Construction Regiment, Port Hueneme, Calif.
His shore assignments include project engineer, Officer in Charge of Construction Marine Corps Installations East; assistant public works officer and production officer, Public Works Department Key West, Fla.; future operations officer and materiel readiness officer (N43), Navy Expeditionary Combat Command Pacific; and waterfront assistant public works officer, Public Works Department, Joint Base Pearl Harbor-Hickam, Hawaii.
Winckler is currently serving as the operations officer, Naval Facilities Engineering Systems Command Europe, Africa, and Central.
He is a registered Professional Engineer in the state of Florida, a member of the Defense Acquisition Professional Community, and qualified Seabee Combat Warfare Specialist. His decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (three awards), Navy and Marine Corps Achievement Medal (two awards) and various campaign ribbons and medals.
