REAR ADM. JORGE R. CUADROS
Commander
Rear Adm. Jorge Cuadros is a native of Bogota, Colombia. He enlisted in the Navy in 1991 and was commissioned as a Naval Officer in 1996 through Officer Candidate School in Pensacola, FL. He holds a Bachelor of Science in Civil Engineering from Ponticicia Universidad Javeriana and a Master of Science in Civil and Environmental Engineering from Stanford University. He is also a graduate of Harvard University’s Kennedy School Senior Executive Fellows Program.
Capt. Edward B. Miller IV
Vice Commander
Capt. Miller is a native of Newburgh, New York. He earned a Bachelor’s of Science degree in Civil Engineering from Rensselaer Polytechnic Institute (RPI) in 1998, and a Master’s of Science degree in Civil Engineering from the University of Colorado at Boulder in 2008. Capt. Miller received his commission as an Ensign through the NROTC program while at RPI.
CMC (SCW/EXW) Joseph Hampton
Senior Enlisted Leader
Command Master Chief (CMC) Joseph Hampton is a native of Chicago, Illinois, and enlisted in the United States Navy in August 1993. Following completion of basic training at Recruit Training Command, San Diego, California he reported to Equipment Operator “A” school, Port Hueneme, California, where he completed apprenticeship training.

Capt. Rafael A. Miranda
COMMANDING OFFICER
Capt. Rafael A. Miranda, a native of San Jose, Calif., graduated from the Naval Academy in 1997 with a Bachelor of Science in Mechanical Engineering. He earned his Master of Science in Civil Engineering from North Carolina State University.

Executive Officer
Capt. Williams is a native of Owensboro, Kentucky and a 2001 graduate of the University of Kentucky with a Bachelor of Science in Civil Engineering. He was commissioned an Ensign in September 2001 after completion of Navy Officer Candidate School. He holds a Master of Science in Civil Engineering from San Diego State University.

Senior Enlisted Leader
Seabee Master Chief Justin Hallahan, a native of Boston, Mass., graduated from Adams High School, South Bend, Ind., in 2002. He entered the U.S. Navy in August 2002, attending basic training at Recruit Training Command, Great Lakes, Ill.

Capt. Ryan P. Carey
Commanding Officer
Capt. Ryan P. Carey is a native of Williamsburg, Va. He earned a Bachelor’s degree in Ocean Engineering from Virginia Tech and attended Officer Candidate School in Pensacola, Fla, commissioned in September 2000, and attended Civil Engineer Corps Basic Officers School in Port Hueneme, Calif. Additionally, he holds a Masters degree in Civil Engineering from the University of Maryland earned in 2007 and served as a Navy Legislative Fellow in the U.S. Senate in 2017.
Capt. Kent R. Simodynes
Executive Officer
Capt. Kent R. Simodynes is a native of Edmond, Oklahoma. He received his commission from the United States Naval Academy, earning Bachelor of Science degree with a major in Naval Architecture in May 2002. In 2008, he earned a Master’s Degree in Civil Engineering, Construction Management at the University of Maryland. Simodynes is a licensed Civil Engineer, registered in the state of Maryland, and is a member of the Defense Acquisition Corps.

Operations Officer
Capt. Kendall Chapman is from New Orleans, LA and a 2001 graduate of the University at Buffalo with a Bachelor of Science in Chemical Engineering. He holds a Master of Engineering from Pennsylvania State University in Architectural Engineering.

Thomas Barstow, P.E. is a native of Massena, New York and is a 1985 graduate of Virginia Tech with a bachelor's degree in civil engineering.

Capt. Miguel Dieguez
Commanding Officer
Capt. Miguel Dieguez is a 1997 graduate of the United States Naval Academy where he earned a Bachelor of Science in Mechanical Engineering and commissioned as an Ensign in the Navy’s Civil Engineer Corps. He holds a Master of Business Administration from the Robert H. Smith School of Business at the University of Maryland, and has completed Joint Professional Military Education Phase I through the Naval War College.

Capt. Durika is a native of northern Virginia. She attended Carnegie Mellon University on an NROTC scholarship and graduated in 2003 with a Bachelor of Science degree in Civil Engineering. She holds a Master’s in Engineering Management from Old Dominion University.
Capt. Michael McCain
Operations Officer
Capt. Michael McCain is a native of Fairfield, California and a 2000 graduate of California Polytechnic State University (Cal Poly), San Luis Obispo with a Bachelor of Science degree in Environmental Engineering. He holds a Master of Science degree in Civil and Environmental Engineering from Stanford University. He earned his commission from Officer Candidate School Pensacola, Florida in 2000.

Mr. Jeffrey Killian retired from the United States Army in 2008 with 20 years of honorable service and has an undergraduate degree in Industrial Engineering, NC State; Masters in Environmental/Civil Engineering from Old Dominion University, and a MBA from the College of William & Mary.
CUCS (SCW/EXW) Lorin T. Asada
Senior Enlisted Leader
CUCS (SCW/EXW) Lorin T. Asada, a Waianae, Hawaii native, enlisted in the U.S. Navy in 1998. After completing Boot Camp in Great Lakes, Illinois, he attended Builder "A" School in Gulfport, Mississippi.

Capt. Omarr E. Tobias
Commanding Officer
Capt. Omarr E. Tobias became commanding officer of NAVFAC Washington in June, 2023. Tobias is a native of Hempstead, N.Y. He graduated with honors from North Carolina Agricultural and Technical State University in 1998 with a Bachelor of Science in Civil Engineering. He has a Master of Science in business administration from The Smith School of Business at the University of Maryland, and a Master of Science in national strategy from the Eisenhower School at the National Defense University. He is also a graduate of the Senior Executive Fellows Program at Harvard University.

Capt. David M. Jayne
Commanding Officer
Capt. David M. Jayne earned his Bachelor of Science in Civil Engineering from Kansas State University in 1998. On August 28, 1998, he was commissioned as an Ensign in the Civil Engineer Corps through Officer Candidate School in Pensacola.
Lt. Cmdr. Brian G. Mack
Executive Officer
Lt. Cmdr. Mack is a native of South Carolina. He earned a Bachelor of Science from The Citadel, in May 2008, and a Master of Science in Civil Engineering from Clemson University, in May 2020. He was commissioned through Officer Candidate School in September 2008 as an Ensign in the Civil Engineer Corps.

Capt. Ben V. Wainwright
Commanding Officer
Capt. Ben V. Wainwright is a native of Grandville, Michigan and holds a Bachelor of Science degree in Civil Engineering from the University of Toledo, a Master of Science in Coastal Engineering and a Master of Business Administration both from the University of Florida. He attended Officer Candidate School in Pensacola, Florida and was commissioned as an Ensign in the Civil Engineer Corps in October 2001.
Cmdr. Francis J. Tay
Executive Officer
Cmdr. Francis J. Tay is a native of Passumpsic, Vermont. He holds a Bachelor of Science degree in Civil Engineering from the University of Vermont and a Master in Civil Engineering and Project Management from the University of Texas, Austin. He commissioned in the Civil Engineer Corps (CEC) in December 2003 after completing Officer Candidate School (OCS). CDR Tay’s operational tours include company commander, communications officer, and CBR officer at Amphibious Construction Battalion (ACB) 1; assistant operations officer and U.S. Central Command (USCENTCOM) operations officer, 25th Naval Construction Regiment; and executive officer Naval Mobile Construction Battalion (NMCB) 11.
