Mr. Brian Ciaravino

Mr. Brian Ciaravino, a Michigan native, serves as the Business Director of Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT). In this role, he is the command’s senior civilian, responsible for the command’s overall business operations.

Mr. Ciaravino began his government service when he enlisted in the Navy as a hospital corpsman in 1982. After serving aboard the USS Carl Vinson (CVN 70) as a nuclear medicine technician and completing a tour as a disaster recovery instructor at Naval Construction Training Center, Port Hueneme, Calif., he attended the University of Florida and was commissioned as a Civil Engineer Corps (CEC) Officer in 1993.

His CEC officer tours include company commander/detachment officer in charge/joint logistics support group engineer for Naval Mobile Construction Battalion 4; assistant resident officer in charge of construction (ROICC), Port Hueneme; facilities engineer/regional environmental coordinator, Commander, Naval Forces Korea; public works officer/ROICC, Naval Support Activity La Maddalena, Italy; deputy operations officer, Naval Facilities Expeditionary Logistics Center; and regional facilities support contracts program manager, NAVFAC Washington.

His civil service career started in 2005 as the Facilities Service Contracting Management and Facilities Management/Sustainment Product Line Coordinators for NAVFAC Washington. After transferring to NAVFAC Headquarters as the Facilities Management/Sustainment Product Line Leader, he later returned to NAVFAC Washington as the Comptroller in 2008.

In 2012, he became the Business Director for NAVFAC Europe, Africa, Southwest Asia. In 2015, he returned to his position as the NAVFAC Washington comptroller. In 2018, he served in several positions as the deputy operations, comptroller and business director at NAVFAC Europe, Africa, Central. In 2022, he returned to NAVFAC Washington as the business director.

He received a Bachelor of Science degree in Electrical Engineering from the University of Florida and a Master of Science degree in Construction Engineering and Project Management from the University of Texas. He is a registered Professional Engineer in the Commonwealth of Virginia, Certified Defense Financial Manager, and holds a DoD Level III Financial Management Certification.

His military decorations include the Meritorious Service Medal, Navy Commendation Medal, Army Commendation Medal, and NAVFAC Washington Military Engineer of the Year.

His civilian awards include three Meritorious Civilian Service Awards.
