Vision: The Officer in Charge of Construction, Portsmouth Naval Shipyard (OICC PNSY) exists to deliver Shipyard Infrastructure Optimization Program (SIOP) construction projects enabling increased nuclear ship maintenance throughout. As an Echelon IV command within the Naval Facilities Engineering Systems Command (NAVFAC), we exercise NAVFAC technical and acquisition authorities and apply our diverse expertise to achieve integrated mission outcomes for the Fleet.
Mission: Deliver SIOP facilities, utilities, and other supporting infrastructure programmed at Portsmouth Naval Shipyard in order to optimize Navy attack submarine overhaul, repair, and modernization.

Officially commissioned as a command on September 2, 2021, Officer in Charge of Construction (OICC) Portsmouth Naval Shipyard is leading the way with Shipyard Infrastructure Optimization Program (SIOP) projects and Service Life Extension (SLEP) projects, providing post award construction oversight for over $2.8 billion of Military Construction (MILCON) and Special Projects. This organization allows for dedicated focus on construction of critical production support projects in support of the fleet.
