Capt. Ryan P. Carey

Capt. Ryan P. Carey is a native of Williamsburg, Va. He earned a Bachelor’s degree in Ocean Engineering from Virginia Tech and attended Officer Candidate School in Pensacola, Fla, commissioned in September 2000, and attended Civil Engineer Corps Basic Officers School in Port Hueneme, Calif.  Additionally, he holds a Masters degree in Civil Engineering from the University of Maryland earned in 2007 and served as a Navy Legislative Fellow in the U.S. Senate in 2017.  

He commanded Naval Mobile Construction Battalion (NMCB) 5, Port Hueneme, Calif. (2019-2021) leading an INDOPACOM deployment executing construction spanning Diego Garcia to San Clemente Island, Calif. and included contingency support in response to the COVID-19 pandemic. 

Carey’s other operational tours include service with NMCB 1, Gulfport, Miss., (2003-2004) where he completed deployments to Guam and the Philippines, served as the Assistant Operations Officer, Detail Operations Officer, and Headquarters Company Commander; 8th Engineer Support Battalion, MCB Camp Lejeune, N.C. (2005-2007) where he completed two deployments in support Operation IRAQI FREEDOM to Al Anbar, Iraq, served as Bravo Company Commander, Battalion Assistant Operations Officer, and 2nd Marine Logistics Group Engineer Officer; NMCB 11, Gulfport, Miss., (2011-2013) as the Battalion Operations Officer and deployed to Helmand Province, Afghanistan in support of Operation ENDURING FREEDOM supporting battalion operations across all six NATO regional commands. 

His facilities and staff tours include Marine Corps Base (MCB) Camp Pendleton, Calif. (2001-2003) where he served as an Assistant Resident Officer-in-Charge of Construction (AROICC); Naval Facilities Engineering Command (NAVFAC) Marianas, Guam (2008-2011) where he served as ROICC Officer for Andersen Air Force Base and Production Officer and Facilities Management Division (FMD) Director for the Naval Base Guam Public Works Department; Navy Expeditionary Combat Command Pacific (NECCPAC), Hawaii (2013-2015) as the Assistant Chief of Staff for Plans and Southeast Asia Plans Officer; NAVFAC Hawaii (2015-2016) as the FMD Director for the Joint Base Pearl Harbor-Hickam Public Works Department; and OPNAV N46 Military Construction Program Manager (2018-2019). 

Carey assumed command of NAVFAC Mid-Atlantic on August 8, 2024.

Carey’s unit awards include three Battle “E” Awards and two Meritorious Unit Citations. He is Seabee Combat Warfare and Fleet Marine Force qualified and a registered Professional Engineer in Virginia.
