Capt. Williams is a native of Owensboro, Kentucky and a 2001 graduate of the University of Kentucky with a Bachelor of Science in Civil Engineering. He was commissioned an Ensign in September 2001 after completion of Navy Officer Candidate School. He holds a Master of Science in Civil Engineering from San Diego State University.
Williams’ operational tours include equipment officer, U.S. Naval Mobile Construction Battalion (NMCB) 1; construction manager, U.S. Army Corps of Engineers (USACE) International Zone Resident Office, Baghdad, Iraq; executive officer, NMCB 27; training officer, Naval Construction Group (NCG) 2; operations officer, 22nd Naval Construction Regiment (NCR); and operations officer, NCG 2.
His shore assignments include assistant public works officer, north area, Naval District Washington; construction manager, Public Works Department Pennsylvania; course director, facilities acquisition and management division, Naval Civil Engineer Corps Officers School (CECOS); executive officer, Presidential Retreat, Camp David; public works officer, Naval Submarine Base New London; and most recently as commanding officer Naval Construction Training Center (NCTC) Gulfport.
Williams assumed duties as Executive Officer Naval Facilities Engineering Systems Command Europe Africa Central (NAVFAC EURAFCENT) in July 2022.
Williams is a registered Professional Engineer in the Commonwealth of Kentucky, a member of the Defense Acquisition Corps, and qualified as a Seabee Combat Warfare officer. His personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal (3 awards), Navy Commendation Medal (5 awards), Navy Achievement Medal (2 awards), the Presidential Service Badge, and other personal, service, unit, and campaign awards.
