Thomas Barstow, P.E. is a native of Massena, New York and is a 1985 graduate of Virginia Tech with a bachelor's degree in civil engineering.
He started his professional career as a field engineer for Tidewater Construction Corporation in Norfolk, Virginia, specializing in heavy waterfront construction. Barstow began his federal career with Norfolk Naval Shipyard as a civil/structural engineer in 1987.
Barstow moved to Public Works Center Norfolk in 1990 as a civil/environmental engineer and served as a supervisory Environmental Engineer prior to being selected to head the Utilities Department in 2001.
He moved from NAVFAC Mid-Atlantic to NAVFAC Atlantic to become the Public Works Business Line Manager in 2007 and became the Deputy Operations Officer in 2011.
Barstow returned to NAVFAC Mid-Atlantic in July 2018 as Business Director.
He is a registered Professional Engineer in Virginia.
