​​​​​​​Capt. Edward B. Miller IV

Capt. Miller is a native of Newburgh, New York.  He earned a Bachelor’s of Science degree in Civil Engineering from Rensselaer Polytechnic Institute (RPI) in 1998, and a Master’s of Science degree in Civil Engineering from the University of Colorado at Boulder in 2008.  Capt. Miller received his commission as an Ensign through the NROTC program while at RPI.
 
Upon completing Division Officer School at Surface Warfare Officer School Command (SWOSCOLCOM) he reported to USS HAYLER (DD 997) as the Strike Officer in November 1998.  In January 2000, he reported to Commander Amphibious Squadron Eight (COMPHIBRON 8) as the Supporting Arms Coordinator / Assistant Operations Officer.  He returned to SWOSCOLCOM in August 2002, as a Department Head School Expeditionary Warfare Instructor in addition to the Course Manager for the school’s International Student program.  In the fall of 2003, he redesignated to the Civil Engineer Corps. Following completion of Civil Engineer Corps Officers School, he reported to Public Works Center Norfolk in January 2004, and held the positions of Production Operations Officer, Sewells Point Shops Engineer, and Region FX Program Manager. In October 2005, he transferred to U.S. Naval Mobile Construction Battalion ONE THIRTY THREE with deployments to Iraq as the Battalion Intelligence (S-2) and Ordnance Officer and a deployment as Air Detachment Officer and Officer in Charge of Detail Horn of Africa.  Following the Seabees and after completing graduate school in July 2008, he transferred to NAVFAC Southwest as the Facilities Engineering and Acquisition Division Officer and Deputy Public Works Officer for Naval Air Weapons Station China Lake.  In July 2011, he was reassigned to U.S. Naval Mobile Construction Battalion FORTY as the Executive Officer until the Battalion's decommissioning in September 2012.  He reported to NAVFAC Far East as the Assistant Operations Officer in October 2012 and then assumed duties as Fleet Activities Yokosuka Public Works Officer from June 2014 until June 2016. He returned stateside as the Navy Expeditionary Combat Command divisional lead for Concepts, War Games, and Exercises and served in that capacity until July 2018. He served as Assistant Regional Engineer for Commander, Navy Region Northwest from July 2018 to June 2019, and then Executive Officer and Commanding Officer for Naval Facilities Engineering Systems Command Northwest from June 2019 to July 2022.
 
Capt. Miller assumed duties as Vice Commander of Naval Facilities Engineering Systems Command Atlantic in August 2022.
 
Capt. Miller is qualified Seabee Combat Warfare (SCW), Fleet Marine Force Qualified Officer (FMFQO), Surface Warfare Officer (SWO), and a Master Training Specialist (MTS).  He is a Registered Professional Engineer from Colorado and a member of Acquisition Professional Community.  His personal decorations include the Legion of Merit, Meritorious Service Medal (three awards), Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (three awards), and various other unit and service awards.
