Capt. Joe Harder

Capt. Harder is a native of Titusville, Florida and grew up in Atlanta, Georgia. He attended Georgia Tech graduating in June of 1998 with a Bachelor of Science in Civil Engineering. He was commissioned through the Officer Candidate School in Pensacola, Florida, in August 1998. He earned a Master of Science in Civil Engineering from the University of Colorado-Boulder in 2009 and completed Harvard University Kennedy School of Government Senior Executive Fellows program in 2021.

Upon commissioning, Capt. Harder reported to Civil Engineer Corps Officers Basic School in Port Hueneme, California, where he completed training in April 1999. He served from April 1999 to May 2001 as an Assistant Resident Officer in Charge of Construction (AROICC) at Naval Air Weapons Station China Lake, California. In May 2001, he reported to Naval Mobile Construction Battalion (NMCB) FORTY in Port Hueneme, California, where he served as Alfa Company Commander and Air Detachment Officer in Charge (OIC) for deployments to Rota, Spain and Guam. In June 2003, he was selected for Presidential Support Duty at Camp David, Maryland where he served as the Readiness and Electronic Security Officer. In May 2005, he transferred to Public Works Department Naval Station, Rota, Spain, where he served as Planning Officer and the Facilities Management Division Director. During this tour, he was assigned as in Individual Augment to the U.S. Central Command J3 Force Protection Directorate as an action officer for six months. After departing Rota in 2008, he attended University of Colorado-Boulder. In May 2009, Capt. Harder reported to NMCB ELEVEN in Gulfport, Mississippi where he served as the Operations Officer for deployments to Rota, Spain and Okinawa, Japan. In June 2011, he reported to the THIRTIETH Naval Construction Regiment (30NCR) in Port Hueneme, California. While with 30NCR, he served as Operations Officer deploying to Kandahar, Afghanistan and later to Zambales Province, Republic of Philippines. In May 2014, he assumed the additional duties as Operations Officer for Naval Construction Group ONE, also in Port Hueneme, California. In May 2015, Capt. Harder was assigned as Public Works Officer at Naval Station Rota, Spain. In July 2017, he assumed command of NMCB THREE in Port Hueneme, California completing two deployments to Okinawa, Japan.

Capt. Harder reported to Naval Facilities Engineering Command Europe, Africa, and Central in May 2019 to assume duties as the Operations Officer.

Capt. Harder is a qualified Seabee Combat Warfare Officer, registered Professional Engineer in the State of North Carolina, and a member of the Defense Acquisition Corps. His personal decorations include the Bronze Star, Meritorious Service Medal (three awards), Navy Commendation Medal (four awards), Joint Service Achievement Medal, and the Navy and Marine Corps Achievement Medal (2 awards). He was recognized as the White House Military Office Junior Officer of the Year in 2004 and was a recipient of the Moreell Medal from the Society of American Military Engineers for outstanding contribution to military engineering in 2012.

Capt. Harder assumed command of Naval Facilities Engineering Systems Command Europe Africa Central on May 11, 2021.
