CEC (SCW/EXW/SW) Randy Kinser

Chief Kinser is a native of Lakeland, Florida where he graduated from George Jenkins High School in 2002. On March 5th, 2003, he enlisted in the United States Navy and attended Boot Camp at Recruit Training Center, Great Lakes, Illinois.  Chief Kinser attended Interior Communications Electrician (IC) “A” School in Great Lakes, Illinois.  He converted to the Construction Electrician rating in January of 2007.

Chief Kinser’s operational tours include Work Center Supervisor, USS Carl Vinson (CVN 70), Bremerton, WA; Lead CE and Alpha CE, Naval Mobile Construction Battalion 74 (NMCB 74), Gulfport, MS; Chief of the Guard and Leading Petty Officer, Coastal Riverine Squadron THREE (CORIVRON 3).  His four deployments include a WESTPAC, Ethiopia, Dubai and Afghanistan in support of Operation Enduring Freedom.

His shore assignments include Crew Leader and Shop Supervisor, Construction Battalion Maintenance Unit 303 (CBMU 303), San Diego, CA; N6 Department LPO and Disaster Recovery Team Officer in Charge (Aguada, Puerto Rico), Naval Computer & Telecommunications Area Master Station Detachment Jacksonville (NCTAMS), Jacksonville, FL;  Electrical Shop Supervisor, Utilities and Energy Management Branch Head, Facility Support Contracts Branch Head, Facility Support Contract Manager, Contracting Officers Representative and Leading Petty Officer, Public Works Department Bahrain, Kingdom of Bahrain where he supported Operation Allies Refuge in 2021.
 
Chief Kinser commenced his assignment as NAVFAC Southeast’s Command Senior Enlisted Leader in November of 2023.

Chief Kinser’s decorations include:  Seabee Combat Warfare Specialist, Expeditionary Warfare Specialist, Surface Warfare Specialist, Navy Commendation Medal (2), Navy and Marine Corps Achievement Medal (5), Flag Letter of Commendation, Presidential Unit Citation, Battle “E” (2), Good Conduct Medal (6), National Defense Service Medal, Afghanistan Campaign Medal, Global War on Terrorism Service Medal, Global War on Terrorism Expeditionary Medal , Navy Sea Service Deployment Ribbon (4), Navy Overseas Service (4), ISAF NATO Medal, M16 Rifle Ribbon, and M9 Pistol Ribbon.
