Capt. Kevin Bartoe is a native of Reston, Virginia and earned a Bachelor of Science in Civil Engineering from Virginia Tech and a Master of Science in Civil Engineering from Texas A&M University. He was commissioned via Officer Candidate School in 1992.
Bartoe served as Director for Facilities and Environmental at Commander Navy Installations Command, and as Commanding Officer, Naval Facilities Engineering Command (NAVFAC) Far East in Yokosuka, Japan with additional duty as Regional Engineer for Navy Region Japan, Navy Region Korea, and Singapore Area Coordinator prior to his assignment to NAVFAC Atlantic.
His operational tours include Company Commander, Naval Mobile Construction Battalion FOUR in Port Hueneme, CA; European Operations Officer, Second Naval Construction Brigade in Norfolk, VA; and Public Works Officer, Camp Lemonnier in Djibouti, Africa.
His shore tours include Assistant Resident Officer in Charge of Construction, Marine Corps Base Camp Lejeune, North Carolina; Facilities Management Department Head, Naval Hospital, Camp Lejeune, North Carolina; Public Works Operations Officer, Public Works Department Norfolk Naval Station, Norfolk, Virginia; Executive Officer, Naval Support Facility, Thurmont, Maryland (Camp David); Assistant Operations Officer and Assistant Regional Engineer, NAVFAC Europe, Africa, and Southwest Asia in Naples, Italy; Shore Readiness Analyst, OPNAV Programming Division N80, Washington, DC; Assistant Regional Engineer, Naval District Washington; and Executive Officer, NAVFAC Washington, DC.
Bartoe is currently serving as the Vice Commander for NAVFAC Atlantic as of July 2020.
He is qualified as a Seabee Combat Warfare Officer. His decorations include the Legion of Merit, Navy Meritorious Service Medal (6), the Navy Commendation Medal (3), the Joint Service Achievement Medal, and the Navy/Marine Corps Achievement Medal.
