Cmdr. Francis J. Tay is a native of Passumpsic, Vermont. He holds a Bachelor of Science degree in Civil Engineering from the University of Vermont and a Master in Civil Engineering and Project Management from the University of Texas, Austin. He commissioned in the Civil Engineer Corps (CEC) in December 2003 after completing Officer Candidate School (OCS). CDR Tay’s operational tours include company commander, communications officer, and CBR officer at Amphibious Construction Battalion (ACB) 1; assistant operations officer and U.S. Central Command (USCENTCOM) operations officer, 25th Naval Construction Regiment; and executive officer Naval Mobile Construction Battalion (NMCB) 11.
His shore assignments include assistant resident officer in charge of construction, Marine Corps Air Station Yuma; Seabee readiness instructor and adjutant, Civil Engineer Corps Officer School (CECOS); executive assistant to the assistant deputy Chief of Naval Operations, fleet readiness and logistics (OPNAV N4B); a split tour as the assistant public works officer and facilities engineer and acquisition division (FEAD) director, Portsmouth Naval Shipyard (PNSY), Kittery, Maine; and engineer branch chief, United States Africa Command (USAFRICOM).
He joined OICC PNSY in November 2021, assuming the duties of executive officer.
Tay's personal awards include the Defense Meritorious Service Medal, the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal (four awards), Army Commendation Medal, and the Navy and Marine Corps Achievement Medal (three awards), and other personal, service, unit, and campaign awards.
Tay is a qualified Seabee Combat Warfare Officer, a registered Professional Engineer in the State of Vermont, a member of the Acquisition Professional Community, and DAWIA Level II certified in contracting and facilities engineering.
