Mission Statement:
Today, as in the past, Camp Lejeune's mission remains the same – to maintain combat-ready units for expeditionary deployment. Camp Lejeune is a training base that promotes the combat readiness of the operating forces and missions of other tenant commands by providing training venues, facilities, services, and support in order to be responsive to the needs of Marines, Sailors, and their families.
NAVFACSYSCOM is the Naval Shore and Expeditionary Systems Command that plans, builds, and maintains sustainable facilities; Delivers environmental, utilities and other base services; acquires and manages expeditionary combat force systems and equipment.
ROICC Camp Lejeune is the premier Unit of Action within NAVFACSYSCOM MIDLANT that supports the warfighter mission by using strategic acquisition tools to safely and effectively construct and maintain Navy and Marine Corps facilities through service, design, and construction contract management.

What We Do – Products & Services:
Resident Officer in Charge of Construction (ROICC) offices are forward deployed elements of Facilities Engineering Commands (FECs) providing construction and service contract awards and oversight. ROICC offices are staffed and resourced to provide NAVFACSYSCOM construction and contracting P&S. ROICC offices exist at Navy, USMC, Air Force and Army installations as well as other DoD & Non-DoD locations. The ROICC is a warranted Civil Engineering Corps officer, reporting through the Operations chain of command, who is accountable for P&S delivery and supported command interface. The ROICC has two divisions with a mixed staff of Government Civilians, Contractors and Military.
• Construction Management
- Provide construction management, including safety compliance
- Ensure Quality Assurance, cost and schedule control
- Provide engineering consultations, support, design and technical expertise
- Serve as COAR/COR
• Contracting
- Perform Administrative Contracting Officer (ACO) functions
- Perform Procuring Contracting Officer (PCO) functions for local awards executing A/E Designs, Studies, Facilities Services, New Construction, Renovation and Repair of Facilities, Buildings, Structures, Roads, Runways, Piers, Bridges, Utility Systems
