Capt. Rafael A. Miranda, a native of San Jose, Calif., graduated from the Naval Academy in 1997 with a Bachelor of Science in Mechanical Engineering. He earned his Master of Science in Civil Engineering from North Carolina State University.
Miranda's sea tours included assignments aboard USS Juneau (LPD 10), USS Dubuque (LPD 8), and USS Curts (FFG 38). He lateral transferred to the Civil Engineer Corps in 2001.
His assignments have included Assistant Resident Officer in Charge of Construction, Naval Station Bremerton, Wash.; Bravo Company Commander, Amphibious Construction Battalion (ACB) 2, Little Creek, Va.; Production Division Director, Public Works Department (PWD) Sigonella, Italy; Training Officer and Air Detachment Officer in Charge, Naval Mobile Construction Battalion (NMCB) 4, Port Hueneme, Calif.; Current Operations Officer (N33) / Future Operations Officer (N35), 1st Naval Construction Division, Virginia Beach, Va.; Public Works Officer (PWO), PWD, Naval Air Station Oceana, Virginia Beach; Expeditionary Readiness Branch Head (OPNAV N434) for the Chief of Naval Operations; Executive Officer/PWO, Naval Support Facility Redzikowo, Poland; and as the Real Property Program Director for Commander, Navy Installations Command.
Miranda served as Commanding Officer, Naval Construction Training Center, Port Hueneme. Most recently, he completed a tour as Commanding Officer, Amphibious Construction Battalion 1.
Miranda is currently serving as the Commanding officer, Naval Facilities Engineering Systems Command Europe Africa Central, as well as the Regional Engineer for Europe Africa Central; Staff Engineer for Commander, U.S. Naval Forces Europe-Africa, and Commander, U.S. 6th Fleet.
Miranda is a registered Professional Engineer in North Carolina, a member of the Defense Acquisition Corps, and qualified as a Seabee Combat Warfare and Surface Warfare Officer. His decorations include the Legion of Merit (two awards), the Meritorious Service Medal (five awards), the Navy Commendation Medal (three awards), the Army Commendation Medal, the Navy Achievement Medal (two awards), and various Campaign and Unit Awards.
