Capt. Chad Brooks is a native of Greenland, New Hampshire. He was commissioned as an Ensign through the Naval Reserve Officers Training Corps in May 1995 after graduating from the Massachusetts Institute of Technology with a Master of Science degree in Mechanical Engineering. He completed a Master of Business Administration degree at the Naval Postgraduate School in 2004 and a Master of Strategic Studies degree at the U.S. Army War College in 2012. He completed executive education at the Wharton School and is a 2021 MIT Seminar XXI fellow.
Brooks served as the Assistant Public Works Officer at Naval Weapons Station Earle, NJ and the Base Operating Support Contract Manager at Diego Garcia before reporting to U.S. Naval Mobile Construction Battalion (NMCB) FORTY where he deployed to Guam as a Company Commander and to Sicily as the Detail Sigonella Officer-in-Charge. He served as the Civil Engineer Corps Junior Officer Detailer in Millington, TN and joined NMCB ONE in 2005 as the Operations Officer deploying to Fallujah, Iraq during OPERATION IRAQI FREEDOM. He redeployed in August 2005 to lead disaster recovery operations along the Mississippi Gulf Coast as a subordinate unit of Joint Task Force Katrina and deployed to Okinawa with details throughout Southeast Asia. He reported in 2007 as the commissioning Operations Officer and “plank owner” of the TWENTY FIFTH Naval Construction Regiment before serving as the Facilities Engineering and Acquisition Division Director at Naval Station Norfolk, VA.
He assumed duty as the Commanding Officer of NMCB ONE in July 2012 deploying with the unit to Europe, Africa and the Middle East and later to Okinawa and Guam. Following command, he served as the Shore Readiness Budget Analyst in the Office of the Assistant Secretary of the Navy, Financial Management and Comptroller, and then as the Assistant Chief of Staff, Facilities, at Marine Corps Installations Pacific-Marine Corps Base Camp Butler in Okinawa, Japan. Captain Brooks assumed command of Naval Facilities Engineering Command Northwest in August 2018 with additional duty as the Regional Engineer for Navy Region Northwest in Silverdale, WA.
Brooks reported to the staff of the Chief of Naval Operations in July 2020 as the Deputy Director of Navy Shore Readiness and served as the Acting Director of the Installations Division responsible for programming Navy infrastructure, base operations, and environmental requirements.
Capt. Brooks is a Seabee Combat Warfare Officer, Professional Engineer in the State of Tennessee, and member the Defense Acquisition Corps. He is authorized to wear the Legion of Merit, Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal, and other unit and campaign awards.
